Tim, fortunately I'm not a New Jersey taxpayer so it's not my ox getting gored (at least not directly). From what I've read, it's not clear on what the state can and cannot do with the revenues, but certainly a lot of people think that it should have been refunded instead of spent. It sounds like it's gone, however, so I suspect that it's a moot question at this point.
