By request, this is from some posts buried in avsforum, I tried it and works
for me:
1) Press the "Cable" button at the top of the remote to put it into Cable
Box control mode.
2) Press and hold the "Setup" button until the "Cable" button blinks twice.
3) Type in the code 994. The "Cable" button will blink twice
4) Press (do not hold) the "Setup" button
5) Type in the code 00173 (for 30 second Skip).
6) Press whatever button you want to map the skip or swap function to.

As I learned the hard way, you can't program the new black remote with the so-called "advanced codes" for swap or skip, etc. If you have an OFA (One-For-All) remote (or certain models of Radio Shack remotes which are OFA clones--be careful with RS I bought a certain model which did not work) lying around, then you can use the aforementioned process (setup button on OFA remotes; "P" button on Radio Shack remotes) with the "advanced codes" after programming that remote's CABLE button for Motorola cable box code 0476. The advanced codes below are most of the ones involved with DVR functions. Most (if not all) of the OFA remotes should do this even the cheapest ones, so if you bought a $10 remote and programmed it, you could then use the learn function of your better remote, and then keep the cheap remote for a spare or even return it. If you need a good universal remote that's relatively cheap and easy to find, and definitely can be programmed to do the skip/swap functions (as I just did after I got the 6412) I would recommend the Radio Shack LCD 8-in-1 remote (model 15-2116--approximately $31.99).

After you follow the directions in the book to program the remote's
CABLE key with device code 0476 (for Motorola cable boxes), then do
the following:
LCD Remote Instructions:
Press and hold P until the screen reads 'CODE SET'.
Scroll down to 'KEY MOVER', hit SELECT.
The screen will read 'FROM MODE'
Press the device button (in this case CABLE) the code is coming from
The screen will read 'FROM KEY'
Press P (don't hold it)
The screen will read 'SYNT'
Enter the 3 digit code (in this case 173 for skip), then press
SELECT
The screen will read 'TO MODE'
Press the device button (in this case CABLE) the code is going to
The screen will read 'TO KEY'
Press the button to assign this function to (personally I chose
SLEEP)
The screen will read 'SUCCESS' and then `EXIT SETUP'
Enjoy! It works as fast as it does on Tivo
