This artifact can occur with any display but FPDs are the most susceptable due to pixel structure. It happens when the pixel structure and image detail are not quite the same. The closest I can come up with is the following link. This image is very similar to what you get with a direct view CRT due to the shadow mask and it is always there regardless of the image. Moire can also occur due to fine detail in an image beating against your pixel structure, scan rate in the case of projection CRT or scan rate of the master beating against the detail of the source being recorded.
