Stan,
EVD is a Chinese Standard developed by Beijing-E world, ON2 developed
the codec (VP5 or VP6), these are two different things (like Blue -ray
and MPEG2, although they are together for the format to work).
I met the manufacturer of the EVD player at CES, if you are interested
please check the CES report, it has good coverage of it with photos of
the HW and specs.
Here is a page from the ON2 web page you provided that confirms that
EVD is Chinese, they teamed up with ON2 for the codec:

A similar case: HD DVD will use WM9 as "one of the codecs" when they
release pre-recorded hi-def DVDs. The format HD DVD was invented by
Toshiba teaming with NEC. WM9 is Microsoft's codec.
