It is an HDTV accepting HDMI and component HD analog video but does NOT include an ATSC tuner since it wasn't required on sizes this small back in 2005.

If you wanted to watch DTV over the air you will need a fully featured DTV tuner set top box (not a converter - they reduce HD to standard definition for old analog TVs and if that does not bother you it will work).

A thought " Toshiba 20HL85 " . . .

One external unit such as Richard suggested is still available from Samsung on places like Amazon, etc., @ ~ $179.

BUT - that very small display will be entirely unsuitable for ever watching "HD" from farther than one's arm length plus the Audio will be way short or poor, of course.

A more satisfactory result might be to consider a new '09 Panasonic 42" set { 720p } which already IS available for under $700, no tax except in NY + KY with free, guar del'y . . . . see strictly ". . . in stock at and shipped by Amazon . . . "

Obviously, it will need to be on a stand & in your main TV room BUT since it does have an internal QAM tuner, you would be able to use it for all unscrambled local channels in "HD" without any set top box of any sort plus on the very least cost local cable service - here, our COX is $11 for 23 channels - AND - we do get all ( 8 ) local networks in 'HD'!

Food-for-thought.
