HDnet test pattern flaw

I watched the test patterns on HDNet this morning and my Mitsubishi
WS65711 looks to me like it needs adjustment. I saw an 8 top to bottom
and a 12 left to right on the test pattern's scale using my DISH 6000. I
used the HD picture adjustment on the D* piece to center the image and
could only get the above settings (as I recall the voice-over on HDNet
recommended a 3 or 4). Is this a limitation of the D* piece or will
adjusting the overscan on the tv fix it? I ask because using all of the
adjustment on the 6000 I could never see above an 8 at the top of the
screen. Alternatively, is there a way to adjust the overscan on the DISH
6000 (though I suspect the tv needs some adjustment also as OTA HD looks
slightly cropped as well)? Thanks.
