It is easily possible for three coax cables to go 40 feet without problems. It does depend on the coax, but if it is RG59 or RG6, well shielded and not steel cable it should not be as you describe. It really sounds like a ground issue. Since the baluns had the same problem it is even more likely a ground problem. How about trying this: put a ground lift adapter on the power strip that the Tivo plugs into. I also wonder if the three 40 foot cables are really close to the same length or their is some slack in one or more. They should all be reasonably close, but that doesn't sound like the issue, just another possible reason for a degraded signal..

40 ft is not a problem to run component so that isn't it. I think it is most likely one of two things. 1 as tsteves has said it is a grounding problem. You are mostly likely have two differnt ground paths causing the problem. 2 the coax when installed may have been bent too tightly in the curves and may have problems due to that. The other possibility with the coax is when it was installed shield was nicked with the staples for an excellent path for RF into the system. 480 won't show nearly as much problems as the 1080 due to the bandwidth that it takes.

Interesting product, I noticed it only carries 2 ch audio though.

Your #2 is a good one. I think I remember a similar case of nicked insulation, nails and staples are unfreindly to cable jackets.
